Ash brings Cilan home to Kanto to show him around, and while they're in Pallet Town, Gary is also there.
Gary spots them kissing (their first? Or are they already in a relationship?) and feels somewhat dejected - whether he's annoyed at simply losing a friend or he liked Ash or whatever is up to authornon.

So basically, Gary angsts when he sees Ash and Cilan kissing.
